| Country Park Section of Hong Kong Route 3 is a 10.1-kilometer dual three-lane
expressway linking Hong Kong and southern China. The road, which opened
in June of 1998, was constructed at a cost of US $930 million and involves
a 3.4-kilometer tunnel and a 6.3-kilometer approach road. Six consortia
submitted bids in April of 1994 and the concession was awarded to a consortium
led by Sun Hung Kai Properties, a major Hong Kong developer, together with
other Hong Kong-based shareholders. The strong competition among the six
bidding consortia left the Government of Hong Kong in a strong position
when negotiating toll levels and helped the government to achieve its goal
of establishing a reasonable toll rate for motorists. |
